Looks like an open trunk of a car, since the colors on the bottom of a Mexican registration plate go green, white, red from left to right. Additionally OAXACA can be seen on the surround of the plate. Based on that assumption, the characters of the plate are in a 2-2-3 grouping. According to the wikipedia page for Mexican Registration Plates matching groupings are:
- 12-34-xxx (Taxi in a non-border zone) - Bx-12-345 (Truck in Baja California) - 12-34-Zxx (Taxi or truck in a border zone).
A truck wouldn't have a trunk like this, so I think it's fair to say that you can discount that one. A taxi in a border zone is supposed to have a Z as the first letter of the three letter cluster, and that isn't a Z. That leaves a taxi in a non-border zone. Oaxaca is far from the US border. Perhaps this is a photo of a taxi driver near Oaxaca.
Good job, however I think it may be a different grouping. I work in MI and I have analyzed this photo, my opinion is that the plate holder has been put on upside down so that the OAXACA is seen upside down, from that perspective this is an ABC-12-34 grouping. I think this is a personal car.

This link above is a 2009 plate from Oaxaca, based off of this, with the green portion to the left, nearest the viewer and the red portion to the right furthest from the viewer, this confirms that this is a ABC-12-34 grouping. I am going to see if I can make out some of the digits on the plate. My contact info is michael.mcgiboney@us.army.mil
Here are several plates from Oaxaca, disregard my comments above, I do think you were right now, it is a 12-34-XXX grouping. This is a deceiving photo the way the trunk is opened.

I have sent the photo to a friend who is an imagery analyst,(as a personal favor, not in any official capacity)I'm hoping to hear back from him tomorrow.
We believe she left Mazunte in a Van with an American named "Peter" - so this car/person don't match that description in general. Appreciate the sleuthing on the plates though!
I think that it is still worth looking into. At this point we have no firm information as to where she is and anything is possible- The photo is an was posted in on the 1st of June so it was from her earlier travels. But if you are calling in a favor.. that is all we have to work on right now is the favors of others.. let's see what they can tell us.
